Master Public Policy

The interdisciplinary continuing education program offered at the Brandt School and ending in a Master of Public Policy Degree is open to highly qualified and motivated students from Germany and abroad who strive for managerial positions in public administration, NGOs, and private companies and institutes. This program imparts upon future leaders the subject-related and methodical competences and key qualifications required to analyze political issues and develop policies and strategies for action based on their analysis of the initial situation. Graduates should thus be able to turn their ideas into political reality in a targeted yet responsible manner, having first reflected on ethical concerns. The Brandt School was designed according to the Anglo-American concept of a professional school in which teaching, learning, and research are closely linked to one another and structured based on problems and solutions. In the field of public policy, the Brandt School offers an innovative education leading to the internationally recognized Master of Public Policy degree, combining relevant know-how and methods from social science disciplines such as economics, political science, public administration, and sociology.

Since 2004 more than 400 students from all over the world have graduated from the Brandt School. Many of them have found high ranking positions in various international institutions. A great number of our graduates work in government institutions on a regional, national and international level. Some examples: Ministry for Economics, Transport, Agriculture and Viniculture in Mainz, Germany; Ministry of Foreign Affairs in Ukraine or the European Parliament. Several former Brandt School students have continued their career in international organizations like the World Bank or United Nations. Also international and national NGOs like World Wildlife Fund or Kinship Foundation are popular employers for our graduates. A few of our Alumni find successful careers in private sector and others continue their education at PhD level.

The Brandt School's Spring & Fall Schools give MPP-students a unique opportunity to participate in intensive week-long courses abroad. During the seminars, the participants meet with local students and analyze and discuss Public Policy-related topics from a comparative perspective. Methodological guidance and intellectual input is provided by Brandt School professors as well as scholars and analysts from the Brandt School's partner institutions. Meetings and workshops with experts and practitioners, excursions and cultural activities complete the programs and make the Brandt Schools Spring & Fall Schools an unforgettable academic and intercultural experience. Since 2010, Spring & Fall Schools have been taken place in Moscow, St. Petersburg and Novosibirsk on the following topics: "Transformation and Public Policies", "Contemporary Governance in Russia and the European Union", "Social Policy Today - Russia in Comparison" and "The Effects of Center-Local Relationships on Public Policy". In April 2014, MPP-students traveled from St. Petersburg to the Russian-Estonian border and further to Estonia's capital Tallinn to study "Border Policies from the Soviet Union to the EU: Russia and the Baltic States". In April 2016, our students visited the Polish cities of Wroclaw and Krakow as well as the concentration camp Auschwitz-Birkenau to study "German Politics and the Shoah". In March 2017, two Spring Schools followed: a second trip to Poland and a Conflict Studies field trip with the topic of “Reconciliation in Post-Conflict Societies" to Bosnia and Herzegovina. The Brandt School's Spring & Fall Schools have been generously supported by the Haniel Foundation and organized in cooperation with partner institutions such as the Centre for Independent Social Research in Saint Petersburg, the Higher School of Economics in Moscow and Saint Petersburg, the Novosibirsk State University, Think Tank POPULARI - Centre for Social Research in Bosnia, and the Friedrich Ebert Foundation Russia.

Учебный план программы обучения "Master Public Policy"

The MPP consist of a core curriculum, a policy internship and an intensive policy analysis project (practical training module), elective courses taken from five potential areas of speciality (specialization modules), and soft skills and language training.

The mandatory modules make up the core curriculum, while the specialization modules, the practical training module, and the basics and language module can be chosen according to the personal interests and professional needs of each student.

During the first three semesters students complete both the core curriculum and the specialization modules. The students can choose two out the four specialization modules:

  • International Affairs,
  • Public and Nonprofit Management,
  • International Political Economy,
  • and European Public Policy

or the "Area of concentration"

  • Conflict Studies and Management.

The fourth semester will be devoted to the master thesis.

  • Требования к поступающим на программу обучения "Master Public Policy"

    The prerequisites for applying to the Master of Public Policy program are:

    • higher education entrance qualification (i.e. high school diploma)
    • college or university degree (Bachelor, Master, Diploma, state exam,  etc.) with a minimal duration of 6 semesters
    • above-average grades or professional performance
    • analytical talent and pronounced interest in political problems
    • first professional experience in a relevant public policy area
    • very good English language proficiency (TOEFL: Paper test: 577 or above, Computer test: 233 or above, Internet test: 90 or above; IELTS: 6.5 or above; Cambridge Certificate of Proficiency in English: A or B)

    The Admissions Committee considers the impression gained from the Statement of Purpose, the CV, and the letters of recommendation in the admission process. It is essential that your statement provides us with sufficient information about your analytical skills, the reasons for your interest in political issues, your professional objectives, and their connection to the MPP program. Your statement should explain your career goals and why you have chosen our public policy program to pursue your academic or professional goals. It is also important that your statement of purpose explains how prior professional experiences (such as internships) have shaped your career plans. Please limit the length of your statement of purpose to two pages.
